What tax cut will Obama give 10million american workers?

I read that Obama plans to cut income taxes for ten million american workers. Does he plan to cut state,federal taxes social security, medicare? What income bracket must a worker be in to qualify for the tax cut?

I think americans who live off of $700(after taxes) or less biweekly paychecks should qualify for tax cuts. The economy is not in great shape and I do not know how you can expect a poor worker to rise into the middle class.
