Why does the tax payer own only 80% of AIG for 180 Billion?

The company is virtually worthless. Without intervention, its shares would have been less then 1 cent. Why then does the tax payer own only 80% of a worth less company for 180 Billion hard tax dollars, we have sweat and worked for?
