If VP Cheney is not part of the Executive Branch, can he still claim executive privilege?

Why not cut executive-branch funding for the VP's office?
The heart of the issue, as Helen Thomas put it is "Vice President Cheney is refusing to allow an inspection of his office by the National Archives' Information Security Oversight Office. Isn't that a clear contempt of President Bush's own executive order?" This issue is not going away.
For you Bush and Cheney afficianados: Please spare me any references to Clinton. its not relevant.
This is only a topic for FOX or Limbaugh audiences anyway.
EJ and Debra D: you are both spot on correct.
I wonder how this administration muzzled the press so early on.
